WHAT'S this fall's No. 1 vacation choice among value-conscious consumers? The American Society of Travel Agents says the warm-weather honors go to Mexico. No wonder. The weather is glorious, the music romantic and the dollar exchange rate about as good as it gets (close to 8 pesos per buck) - prompting highly affordable packages such as Liberty Travel's six-night getaway to Cancun starting at $425 with airfare, hotel and lodging tax through October.

The Mexican government also has been making an all-out effort to make the country safer and more appealing to foreign visitors while also protecting its ancient ruins and environment from mushrooming development. (Among planned resorts: an all-inclusive property in Mexico's Mundo Maya archaeological zone, designed to offer the eco-adventure market activities such as kayaking, river rafting and rain forest excursions.) More than 40 percent of new federal highway construction is aimed at linking tourist destinations and attractions. Twenty airports are being remodeled or improved, and flights and tours are being introduced to new cities.

All land entry points have been upgraded. Nearly 12,000 hotel rooms have been added in the past two years (975 in 29 new properties in 1996), and several luxury resorts are scheduled to open by early next year.

In Cancun - which travel agents said is their clients' overall top international warm spot - rooms have been added at several resorts. The Ritz-Carlton Cancun was named Mexico's best hotel in a recent survey of Gourmet magazine readers (their other Mexican favorites included Cancun's Marriott Casa Magna, as well as the Four Seasons Mexico City, Las Hadas in Manzanillo and Acapulco's newly renovated Las Brisas). Acapulco, once the glamor spot of the Western Hemisphere, had got back in the running after a citywide face lift, but many of those efforts were negated by damage from Hurricane Pauline earlier this month. Despite advances, however, some cautions remain necessary in a country still marred by corruption and extreme poverty. The U.S. State Department says crime continues to increase, especially in urban areas. The most frequently reported crimes involve taxi robberies. American citizens should "absolutely avoid hailing Volkswagen bug taxis and other cabs on the street," a Consular Information Sheet warns. U.S. Embassy employees have been advised to use only radio taxis or cabs from authorized taxi stands (CTO or "sitio" stands), especially at Mexico City Airport. Americans also should avoid taking taxis parked outside the Bellas Artes Theater, nightclubs and restaurants or cruising tourist areas.
