More than 40 percent of new federal highway construction is aimed at linking tourist destinations and attractions. Nearly 12,000 hotel rooms have been added in the past two years (975 in 29 new properties in 1996), and several luxury resorts are scheduled to open by early next year. The U.S. State Department says crime continues to increase, especially in urban areas. The most frequently reported crimes involve taxi robberies. American citizens should "absolutely avoid hailing Volkswagen bug taxis and other cabs on the street," a Consular Information Sheet warns. U.S. Embassy employees have been advised to use only radio taxis or cabs from authorized taxi stands (CTO or "sitio" stands), especially at Mexico City Airport.
